二 | 必须坚持尽力而为、量力而行,不能脱离实际制定缴费水平和待遇标准。我们将结合人口老龄化程度、经济社会发展水平和基金收支等情况,统筹好筹资和待遇之间的关系,以严谨科学的制度安排确保基金收支平衡、运行平稳。

三 | 三是从严管好资金,确保每一分钱都花在群众身上。

四 | 长期护理保险同其他社会保险一样,将按规定纳入社保基金管理,单独建账、单独核算、专款专用。

五 | 同时强化绩效管理,加强财会监督,配合医保、审计等部门实施全流程监管,紧盯资金拨付、使用各个环节,严防欺诈骗保、挤占挪用等问题,真正把政策红利落到实处。
